spotlight preferences not accepting folders to avoid

When I open the system preferences for Spotlight, I am unable to add
folders to be exempt from indexing. I can open the privacy window in the
preferences and then drag a folder there, but the folder doesn't show up
where there should be a list of folders exempted from spotlight. Same goes
for clicking the 'add button' - it goes through the motions of allowing me
to select a folder but like with drag and drop, nothing shows up where the
list should be.

Any suggestions about how to fix that?
I'm using a fresh install of OS X 1.4.5 on a PowerBook G4

Sounds a bit like a permissions issue. Just guessing.
