Why occasionally a refusal to be purged when emptying trash?

Occasionally for a file I've sent to the trash such as a .jpg file
I'll get the message from the system "file in use cannot empty" or
similar if I attempt to empty trash. If I restart the no longer
wanted file disappears. Is this "typical" behaviour?

Never used any other application other than preview. I quit preview
but the system still says that I'm using the .jpg. It's gone the next
time I restart the system.

I realize that a reset will usually fix the issue. I was just
wondering what the *cause* of this behaviour is. Just slightly
annoying (but not nearly as annoying as PITA Windows operating
systems.)

Experience with Unix systems has taught me that sometimes there are
processes running "in the background" that you don't realize are running.
The next time you see the behavior you describe, try running the Activity
Monitor (it's in the Utilities folder within the Applications folder on my
OS X 10.3.9 system). It should show you what's going on.

Either you had another app open that was using the file, your version of
Preview is broken in some way, or your system is screwed up in a way I've
never seen.

I've seen that ocassionally, too. A reset usually does the job. And
there are utilities out which will force the issue. One is iEmpty
