mkfs for OS X

Where can I get a package that includes mkfs for OS X?
It's not included in the base OS X 10.4 nor is it included
in fink. Google's rather useless for finding code or packages.

This may not address your question, but the
text from 'man newfs' includes:

"Newfs replaces the more obtuse mkfs(8) program."

Thanks. It would be nice if Apple added a pointer from a place holder for
mkfs or it's man page.
