Software Loading Question

Hello:
I'm using a Mac Mini with OSX 10.3.8. Under "Classic", I'm attempting to
load a piece of software that is contained on 2 different CDs. The first CD
asks for the 2nd CD. I insert it. Then the 2nd CD asks for the first one
back, but doesn't eject the 2nd one. Pressing and holding F-12 gets the 2nd
CD out of the drive, but when I insert the 1st CD back into the drive, the
Mac Mini ignores it. How can I make it see that there is a new CD in the
drive, so it will continue loading?
Thanks for any help!

Use the Disk Utility to make disk images of both CDs. Mount both CD images
on the desktop, then run the install. It's how I install Adobe Creative
Suite at work. I keep an external drive with disk images of all the software
we use, and install as I described.
