Sawtooth Powermac G4 350 can't boot

I had this mac handed down to me after it was in continous use for maybe 4
years or so. It will power up, but no chimes or boot. I took out the RAM
and I get one beep. I bought a new PRAM battery and replaced it, no sucess.
It powers up, but no chimes or video. Could it possibly be a bad power
supply? I think the logic board works fine, since I get the beep and the
red led is lit up.
Help!
