I think AppleWorks may open MacDraw files. A quick Google search turns up http://www.macdisk.com/mcdrawen.php3 which notes that Claris Draw for windows can open MacDraw files, perhaps the Mac version will too. The same search shows that EazyDraw will open them. This is a fully modern, OSX-native program.
