Making Column View 'stick'

I'm running OS 10.3.5 and mostly it's been pretty good. One irritation,
however:

Finder Preferences has an option on the General page--
[x] Open new windows in column view.

I've got it selected-- but it doesn't seem to work. On my system, new
Finder windows mostly open up in Icon view, sometimes in List view,
rarely in column view.

I've tried trashing the Preference file:

(user)/Library/Preferences/com.apple.finder.plist

without any improvement.

Anyone else having this problem? Suggestions?
