DNS resolving is sorta broke

I have a Imac with 10.2.8 on it. I haven't done anything to the
machine since the 10.2.8 update a couple of weeks ago.

The user swears they didn't do anything.

What happens is that applications stop being able to resolve names.
After a reboot it works for 10-15 minutes then stops. The
funny(strange) thing is that nslookup from a terminal window works
fine.

I can nslookup something like www.apple.com, but in Safari I can do to
www.apple.com because it can't do the DNS lookup.

There are only one set of resolver libraries, aren't there? How can
nslookup work and the apps don't? Is there some Mac magic in the
background.

Any pointers would be appreciated. This has me pulling my hair out.
