Virtual Switch failed to load.

Any clues as to this error message:
OS 10.3.5

VPC 6.1

Permissions for the support files were set correctly, but Virtual Switch
failed to load.Please report this problem to Microsoft (Code: A1004).
Virtual PC will run without VirtuaI Switch networking.
