Help! Can't delete file

Does anyone know how to delete a file that the computer claims is in
use? It seems to be perpetually in use and I can't figure out how. I am
using OS 10.2.8.

If you can boot up in OS 9 (not Classic) try deleting it in OS 9.

# rm -rf <filename>

try that in a terminal window...make sure the path is correct or u could
do some damage.

open a terminal, at the prompt type "lsof". It will list all of the open files
on your system and give you some idea of who has them open.

This is not a definite response, but more of an extended question....
Isn't there an old "hard delete" trick like keystroke command-delete or
alt-delete or something?

Holding down the Option key while emptying the trash often works-- both
in OS X and in 'classic' Mac OSs.

A simple reboot should also solve the problem.
