The difference between user and family licence

The "family pack" version of a separately purchased Mac OS is about
$100 more expensive than the "single user" version. Does this mean if
several people want their own directory on the computer (at the log in
screen) you need the family licence? Or does it just mean that you can
only install (legally) the OS on one computer, with the single user
licence - and create as many directories as you want?

The price difference is $70, and the licensing is per computer, not per
user. From the description at the Apple Store: "The Family Pack is an
easy and inexpensive way of using a single copy of Mac OS X Panther
v10.3 to install the operating system on up to 5 Macintosh computers
(household use only)."
