How best to grab a short sequence from a commercial DVD to ausable format (MPEG etc.) to hard drive?

I'm running OS X panther on a 17" powerbook. I'd like to be able to save (as
an MPG or some other useful format) a short segment of a commercial DVD to
my hard drive. I have no interest in pirating whole DVDs, so I don't need to
compress the whole thing or anything similar - I just want to be able to
grab a short (20-30 seconds) stretch of a DVD I own. What's the best way to
do that?

Since it's illegal, there are no regularly distributed products that do
what you ask.

What he asks should be covered under the fair use clause of US
copyright. Take a look at Handbrake (http://handbrake.m0k.org/).
