copy and paste weirdness

In various Cocoa applications, such as Safari and Mail, text editor
fields won't respond to cmd+v, but will to Edit | Paste, same for
cmd+c vs Edit | Copy. Other times, it will respond to the keyboard
commands but not the menu! The control definitely has first responder
status (focus).

This behavior started since upgrading to 10.3.2. Is anybody else
seeing this, or is something just screwed up with my installation?
