I recently installed OS X Panther on my G4. I have a 400 Mhz processor
and 1 Gb of RAM. I've had numerous system freezes doing routine tasks
like opening a folder, using the menu dropdown, scrolling on the dock,
and moving open folder windows. The entire screen freezes, including
the cursor, and the only way to get my system back is restart from the
hard start button below the main power button. What's going on and how
do I alleviate it?

It's hard to tell without knowing more about your system.
