I just bought a new iBook G4 with Panther pre-installed. Huge problem:
Every .dmg I have downloaded, including X11, and Stuffit, won't mount.
I get the following error:

The following disk images failed to mount:
X11User.dmg error 536870208

any ideas as to how fix this? I wish to use OpenOffice.org and other
apps under X11.....

Since it is brand new, you have free tech support from the people who made
it. Call Apple tech support.

A brand new system shouldn't fail to open .dmg files. Unless you started
mucking things up as soon as you opened it, the OEM configuration should
work. If you don't want to call Apple, I would reformat the drive and
reinstall everything.

Panther installed Stuffit 7, reload Stuffit 8 plus the 8.1 update and
see if that doesn't fix it.

You need to install the 10.3.1 upgrade again, see here:

The problem is that the upgrade comes as a dmg file, which you can't
open. You cannot open the dmg the update comes in, but the disk
utility found in applications/utilities will burn a dmg image onto a
CD (even if, like me you cannot burn CDs with the filer due to this
bug). Then you can install it from the CD.

I did that with success.
