OS 10.3 and X11 auth

How do I authorize a client to export its display to my PowerBook G4 running
OS 10.3 and the X11 server?

I can TELNET to port 6000 of the PowerBook so it appears that the server is
responding/listening. However, if I export the display from another X11 box
to display apps on the PowerBook I get "connection refused by server:. I am
not able to find anything that talks to providing/opening security for the
remote X11 client.

Hints and help please.
