Tiger OS Weird Behavior

All of the sudden as I select any icon or fied, a black box is drawn
around it. Also in the finder menu, log out, emty trash and restart all
appear twice. Not affecting rest of system but very annoying. Any help
appreciated. Thank You

System Preferences > Universal Access > VoiceOver > turn off.

There is a keyboard shortcut to toggle VoiceOver on or off: Command-F5.
You might have bumped it by accident.
