The text will be inserted into whatever application currently has focus,
where the cursor is (e.g. Notepad, Word, Excel, whatever)

It's typically used in machines that are Tablet PCs. These allow the user to
write on the screen using a stylus. Some applications (like Microsoft
OneNote) allow the user to write/draw/ink directly into the program. Other
programs (like Notepad) do not, so you need to write into the Input Panel,
and then insert the text into the application.
