There is no OE7, but OE6 has been patched six times since SP2 was released,
you are missing the last two.

Your message headers read:

X-Newsreader: Microsoft Outlook Express 6.00.2900.3028
X-MimeOLE: Produced By Microsoft MimeOLE V6.00.2900.3100

If you were fully patched, they would read:

X-Newsreader: Microsoft Outlook Express 6.00.2900.3138
X-MimeOLE: Produced By Microsoft MimeOLE V6.00.2900.3198

Go to Windows Updates and choose Custom. See what is available for you.
