Fix for res://ieframe.dll/dnserror.html# is related to
MS Update KB942615. Turns on Microsoft Firewall and
I already had Trend Micro firewall on. Turned of one
firewall and then got stuck in loop of being redirected
to "RunOnce Microsoft web site every time I first ran
IE7. The RunOnce page had error so it never completedit registry changes. I had to make them as follows:

in HKEY_CURRENT_USER/Software/Microsoft/Internet Explorer/Main - add entries:

"RunOnceComplete" = dword:00000001
"RunOnceHasShown" = dword:00000001

You are then redirected to yet another Microsoft
web site to take a Tour of the new features of IE7.
Additional changes to your registry will be made my this web site when you finish the tour. I made the mistake of not allowing these changes when Spybot warned me and had to take the Tour again. Thank You
