This certificate checking is a part of IE7 and not XP or Vista. It looks
like the certificate checking is enabled by default on IE7 and Vista. While
on the other hand, IE7 was never a part of XP (IE 6 was). So, when one
downloaded and installed IE7 on XP, he or she would have had to know to
enable the features I think.
