If you have a command bar, you have IE7.
So, what do you have in your command bar?
By default the Menu bar is superfluous.
E.g. you could have a Help button in the Command bar
which would be equivalent to Alt-H and then get to Help, About... that way.

Again, the command bar Print button (Alt-r) could be used for that.

Perhaps someone customized your IE (e.g. using GPO)
to remove a superfluous menu bar entirely? ; }
