Re: Does Office 2007 require Office 2003 SP3 update?

If you have a separate installation for the Office 2003 Web Components then
perhaps at some point a web page containing Office components was used, such
as an interactive Excel workbook saved as HTML or a Data Access Form from
Access (also an HTML file), which require Office Web Components to be
installed to use the pages. Do any of these sound familiar? If so, you
should leave them and install the update since it contains some security
fixes. For more information see this article:
