RE: Monitor Does Not Turn ON After Restart/Reboot

SUCCESS! I started in Safe Mode and changed the power settings, initially
with no luck. Tried different combinations with no result. Finally, I checked
the device driver for the monitor and updated the driver for the video card.
This solved the problem and now boots up in Normal mode with full display.
