Just a couple of stabs in the dark - have you tried "downgrading" your screen
resolution and seeing what happens?
This might eliminate help eliminate some variables.
In a lower resolution, the screen displays in a different way with LCD's.
Likewise, increasing the resolution/colour might give a different result.

It might not help fix your problem, but might help find where it is.

Oh yea... is it only in browsing, or if you open up notepad
(File|run|notepad) and full screen it - does the lines show too?
This test is to see if this is this an IE problem - or a system problem...
thinking "co-incidence" - and could be more "directx"-rather-than-ie related..

hopefully this helps you find a new problemsolving track..
