That's normal. If you want to launch a link in a new window you would press
Shift- when using a link.

More significantly there is also an option to launch a link in a new tab.
And again, what you are describing is normal. If you want to launch a link
in a new tab press Ctrl- or Ctrl-Shift- or Middleclick when using the link.

That probably is a symptom of something (third-party program)
you have installed which is interfering in the normal operation
of window creation.

If you completely eliminate such sources of interference
you might be able to repair the operation of IE's new tabs
and new windows options by Run... (e.g. press Win-R and enter)

regsvr32.exe ieframe.dll

Otherwise supposedly that and much more would be done
by IE7's Reset... command (be aware of what it does
e.g. use IE's Help Press F1 and read item: Reset
Internet Explorer to the default settings.)
