Hmmm. This is certainly a strange (and unique) one.

First of all, are so saying that you suspect security update KB942615 is
preventing you from using the Tools/Internet Options/Delete option to get
rid of cookies or browsing history?

I haven't read in the many postings about this update, that this is a
possible consequence. Most reports were about IE6 crashing. Moreover after I
upgraded to IE7 (and before the fix was released) I had no problems with IE7
crashing. But I did with IE6.

Anyway, you say Delete All is not working.

How about if you do a delete of just one set of objects/files such as
clicking "Delete files.." or "Delete cookies..."?
