As explained in my original post, this is happening when I attempt to sync.
The error displays on my PC, not the device. Clicking on the error in WMDC
(there is no ActiveSync with Vista) provides very little detail other than
'OneNote Mobile sync: Attention Required' -- there is no error code number.
