Why? It should almost never be necessary.

If you are getting a message about an "older version," you are not
doing a clean reinstallation properly. When you do a clean
installation, it begins by formatting the drive, so it doesn't matter
what's installed there. Just boot from the Windows XP CD (change the
BIOS boot order if necessary to accomplish this) and follow the
prompts for a clean installation (delete the existing partition by
pressing "D" when prompted, then create a new one).

??? There's no such thing as BIOS "Safe Mode." Safe mode is a mode
that Windows can run in. Exactly how did you do this?

Sorry, no, they won't. However you can make your own by slipstreaming
SP2 into your SP1 CD. Read here:
