Useless? I think I've used the menu bar once since I installed IE7 back when
it was first pushed out as an update.

If you press the Alt key, does the menu bar appear? If not, then that
suggests you've installed an add-on this is preventing it from appearing.

Have you tried unticking it, closing IE, opening IE, and then ticking it
again? How about starting IE in "no add-ons" mode and seeing if it still
won't appear?
