Thanks Graham ,,,, not so, my brother was connected, and is connected 24/7.
Have already viewed your links, plus many, many more.
From what you said, it appears the ISP is using a router, is there a way around it or get through it ,,, or perhaps brother is set up as a local Network even though he is a single comp.
