Specifics will vary with your version of Windows/IE.
1. Go to Control Panel> Regional settings. Make sure that Language, Format,
Location are correct.
2. Delete any/all cookies from google or delete all cookies.
3. Go to google.com, click on Preferences, make sure that Interface Language
is correct.
