You can start msconfig and other commands by using Task Manager
Ctl-Alt-Del
applications tab -> 'new task'

Start up with 'safe mode', when you reboot when the logo appears there
is a key - f8, f12 ....

Try a different shell replacement like
SharpE or BBLean
