Try again, using a fresh download: A LOT has changed in the last 24 hours
(e.g., no more WGA check)! See

And I *would* install it for all users while logged-in as Administrator,

I haven't the faintest idea. If problems persist, you might want to
consider replacing that Profile.

NB: Free phone support for IE7 (Consumers only) is available based on your
locale, but only through 01 Nov-07. Customers must be running Windows XP or
Windows Vista in a non domain environment.
