Maybe I'm reading your post incorrectly, but can't you just tap ALT to make
the menu bar (File Edit View Favorites Tools Help) appear in IE7? I know it
works on my XP SP2.

If not, right below your Live Search search bar should be a number of icons
(Home Tools Feeds Print Page). One of those should be the old Tools menu.
Try the drop down if they're not all visible.

I'm guessing from your post that you're running XP. Have you tried making
Control Panel a menu on your Start Menu? You can access Internet Options
from there.

1. Right click on your Taskbar.
2. Click Properties.
This opens Taskbar and Start Menu Properties.
3. Click the Start Menu tab.
4. If you have Start menu (SM) selected: Click Customize.
This opens Customize Start Menu.
If you have Classic Start menu (CL) selected: Click Customize (the lower
one).
This opens Customize Clasic Start Menu.
5. SM: Click the Advanced tab.
Under Start Menu items, the first item should be Control Panel.
Hit the radio button next to Display as a menu.
CL: Under Advanced Start menu options, put a check next to Expand Control
Panel
6. Hit OK twice
7. SM: Start> Control Panel> Internet Options
CL: Start> Settings> Control Panel> Internet Options
