XP replaces protected system files and that particular icon is one.
Right-click it, click Properties and Internet Options opens rather than
the normal shortcut properties. So even though you've elected to hide
the IE icon on the Desktop, it's still there, and apparently shows up on
the Desktop toolbar. You can't remove a couple other icons either,
Recycle Bin and My Network Places e.g..
But you can create a new Toolbar, name it similarly, and copy/drag the
shortcuts you want to that Toolbar.
