Some possibilities- starting with the easiest...
Internet Options> Advanced
"Allow active content to run in files on My Computer"
Try this unchecked (default) and checked.

C:\windows\system32\Macromed\Flash\FlashUtil9b.exe
Run the .exe and this will run an updater. After running it my Flash
problems were gone. This seems to fix most Flash problems Vista users are
getting.

Try uninstalling / reinstalling Flash Player. Use the uninstaller at

Check to see if Internet Explorer or a third-party program, toolbar or other
browser add-on is blocking scripts, scripting, ActiveX, active content, etc.
