How to install the printer wasn't my question and the answer is actually
technically inaccurate.

The issue isn't how to install a ON printer to a machine that doesn't have
ON but rather why doesn't printing to a shared ON print target work?

It is currently possible to install ON on machine A, share the ON printer
from machine A and set up a printer machine B which links to the ON printer
on machine A. That part works as well as it does with any normal printer.

Unfortunately when one prints something on machine B to the shared printer,
machine A will pop up a dialog that reads "Onenote cannot find the file
specified" and leave you with a freshly opened ON window with a brand new,
but blank, page.
