What version of IE are you using? If referring to Windows Updates, yes, you
need the Active X controls enabled

Tools>Internet Options>Programs Tab
Click on Manage Add-ons
You can re-enable them

If using IE 7, just launch it without right clicking and selecting Start
Without Add-ons or using iexplore.exe -extoff to launch
