I am not sure it is a "security vulnerability or a simple bug".
Generally if an action causes undesired results, the solution is
simple.
Do not do it.
While it may be an issue for some, the obvious solution resolves it
before it starts

A few seconds is not an issue since the boxes can be easily closed.
While the key combination may be common, holding them down for more
than a few seconds is not.

Even if this can be done remotely does not necessarily make this an
issue.
However the attack vector would probably be an issue.
I am more concerned with keeping something off the computer rather
than what it can do once it is inside.
Once something undesirable is inside any computer with any operating
system, most of the battle is already lost.
