Thanks very much. Your tip solved my problem too.
I tried already something alike by removing and re-install IE with
"Add/Remove Windows Components". This didn't work.
After your tip, I removed Windows Internet Explorer 7 from "Currently
installed programs", then rebooted, and then re-installed IE 7 by Windows
Update, and it worked, Internet Options can be accessed!
