Don't have any 3rd party toolbars. The theme you see in the screenshot is the Microsoft Zune theme straight from MS Downloads. I don't install IE7 from Microsoft Update as I keep the full installer on the backup drive and check the site for updates regularly. It's like this even after my regularly scheduled reformats before anything else is installed. It's not that much a bother to go through all that drama after just reformatting Jun 1st anyway :p

You may have a horked (dirty; bad; flawed) install of IE7. I suggest that
you..,
1. Uninstall IE7 (which automatically returns you to IE6) per
http://www.ie-vista.com/kbase2.html
2. Uninstall all toolbars and third-party Windows Themes (including Window
Blinds).
3. Reinstall IE7 per
http://www.ie-vista.com/known_issues.html#pre-install,
and using
http://www.microsoft.com/windows/downloads/default.mspx as the
installation source, not Automatic/Windows Update.
