If you're an MSDN subscriber, you can download OSs from the MSDN web
site. (They are supposed to be used for development purposes only). I
don't think you can download some of the older systems, they have
support for Java, which MS can no longer provide. Of course, it's
quite possible that MS wouldn't want to provide obsolete OSs anyway.

If it's not there, then you're stuck. There's no other place where you
can download MS OSs (legally, anyway). You might find what you need on
eBay.
