That was my point. Almost always, the junk *can* be deleted. It takes
some effort, but it's almost always less work than a reinstallation of
the operating system. Symantec, also, is arguably not the best antivirus
program you can run. There are alternatives, all free:

Currently I'm on my 98SE machine, but it also has Paint. From the Help
section, I found:

On mine, the default canvas size is 512 pixels by 384 pixels. What is
yours?
You say it doesn't "accept change of the size." What exactly do you
mean? If you change the default values to, say 1000 pixels by 600 pixels
and click on the OK button, what happens? What happens when you drag the
edges of the canvas?
And what happens when you click on the Maximize button? Is your problem
the canvas size or the window size?
