Windows Mobile doesn't support syncing ring tones to the desktop itself,
although there may be other apps that can accomplish this (or something
similar) for you. There is also no built in way to restrict your on device
contact view to those with ringtones. That could be accomplished by adding
a ringtone category to the contacts that have ringtones, but I know that is
a work around that won't help you find them to start with :)
