If I am logged in as administrator why don't programs run as administrator?

I am editing files on my C: drive - html stationary used in Outlook, various
other program defaults, etc.

When I click on a file and "open with notepad" I cannot save the file. I
must save it to another location then move it back into that folder - EVEN
IF I AM THE OWNER OF THAT FOLDER!!!

This is absurd!

Is there any way around this?
