If you exhausted "all the view settings" to allow you to see it, then what's
left to help you with? Nothing works; you claim to have proven that, so ...
..

First off, are you looking in the right place?
C:\WINDOWS\system32?
Have you set Folder Options to show all hidden files and to show system
files?

I assume you did although you were too lazy to say so. Thus, with no other
info to work from, I have no further ideas; you've already tried everything
anyway.
