Not necessarily. This failure mode is actually quite common. It is seldom
possible to work out what has caused the port to fail in a way to give this
error message. It should be pointed out that it is not the 5 volt supply
from the port that has a problem, but the one or both of the receivers on
the two data lines. The 5 volt supply will not be enabled if the host is
unable to enumerate the port.
