Also check the message format. Your network could have a default of
TXT or something set up. IIRC in Outlook 2002 I could use rich text
for some people successfully, and HTML is the only one in my 2003
environment that is successful now. So check what format (rich text,
text only, HTML) you're trying to use, and set your default to HTML to
see if that resolves the issue (tools, options, mail format).

I've also seen some randomness in a domain envrionment where if
someone sent the mail in one format, just doing a reply and trying to
change the format to HTML wasn't enough to allow it to function
properly. I'd often change from replying to forwarding and it would
clear it up some, or else replying, not entering anything, saving it
as a draft in HTML format, then re-opening it again. This was all in
my Exchange 5.5 envrionment as well, which no longer seems to be such
an issue now that I've migrated that exchange server to a new 2003
machine.
