I think that what the op was referring to is something I experience once in
a while. If you place the cursor in a scrollable window and then roll the
scroll wheel back and forth rapidly, that's the effect. Moving the scroll
wheel manually usually frees it from the shakes, as such, I suspect the
mouse drivers, Microsoft Laser Mouse 6000.
